On November 21, 2024, Russia launched a ballistic missile attack on the Ukrainian city of Dnipro, which has been highlighted by various reports and statements from officials:

Ukrainian officials initially claimed that Russia used an intercontinental ballistic missile (ICBM). However, this claim has been disputed by Western officials, who suggest it was an experimental medium-range or intermediate-range ballistic missile named "Oreshnik" by President Putin. This missile was described as having been fired from the Astrakhan region in Russia, targeting Dnipro, which is approximately 700 km away.

The missile strike caused damage to an industrial enterprise in Dnipro, and fires were reported in the city. At least two people were injured according to regional reports.

This action comes in the wake of Ukraine using longer-range U.S. and British missiles to strike inside Russia, escalating tensions in the ongoing conflict. Putin mentioned that this missile strike was a response to these actions by Ukraine, and it was also a test of new Russian missile technology. He further warned that more such attacks could occur depending on future actions by Ukraine or its allies.

The United States was notified prior to the launch via nuclear risk reduction channels, indicating that the missile was not carrying a nuclear payload. Ukrainian President Volodymyr Zelenskyy described the use of such a missile as an escalation and an indication that Russia is using Ukraine as a "testing ground." Western officials, including from the U.S., have downplayed the significance of this missile in terms of altering the conflict's dynamics significantly.

While the use of a new or experimental missile type marks a notable development in the conflict, the actual military advantage or change in strategy it represents is debated. Some see it as an attempt by Russia to signal capabilities or to escalate in response to recent Ukrainian military actions with Western support.

This incident underscores the continuing military engagements between Russia and Ukraine and the evolving nature of the weaponry being utilized in this prolonged conflict.
