President Donald Trump unveiled a bold and controversial new immigration initiative: the "Trump Gold Card." This program, set to replace the existing EB-5 investor visa, offers wealthy foreigners a pathway to U.S. residency and citizenship for a hefty price tag of $5 million. Announced from the Oval Office, the proposal has sparked widespread debate, with supporters touting it as an economic boon and critics decrying it as a pay-to-play scheme favoring the global elite.

The Trump Gold Card is designed to attract "high-level people" — wealthy individuals capable of paying $5 million upfront for the privilege of living and working in the United States. Unlike the EB-5 visa, which requires a minimum investment of $800,000 to $1.05 million in a job-creating business, the Gold Card does not appear to mandate specific investments or job creation. Instead, it offers what Trump describes as "green card privileges" with an added "route to citizenship," a feature that sets it apart from many similar "golden visa" programs worldwide.

Trump has pitched the initiative as a revenue-generating strategy, estimating that selling a million cards could bring in $5 trillion — enough, he claims, to make a dent in the nation’s $35 trillion debt. "Wealthy people will be coming into our country by buying this card," Trump said. "They’ll be successful, they'll spend a lot of money, pay a lot of taxes, and employ a lot of people." The program is slated to launch in about two weeks, with Commerce Secretary Howard Lutnick calling it a replacement for the EB-5, which he criticized as riddled with "fraud" and "nonsense."

The EB-5 visa, introduced in 1990, allowed foreign investors to secure permanent residency by investing in U.S. businesses that create or preserve at least 10 jobs. While successful in attracting capital — issuing around 37,000 visas between 2016 and 2021 — it faced criticism for fraud risks and lax oversight. Trump’s Gold Card, by contrast, raises the financial bar dramatically while dropping the job-creation requirement, shifting the focus from economic development to direct government revenue.

Lutnick emphasized that applicants would undergo vetting to ensure they are "wonderful world-class global citizens," though specifics remain unclear. When asked if Russian oligarchs could qualify, Trump replied with a casual "Yeah, possibly," adding, "I know some Russian oligarchs that are very nice people." This openness to controversial figures has fueled speculation about the program’s intent and beneficiaries.

The Gold Card’s $5 million price tag would make it one of the most expensive residency-by-investment programs globally. For comparison, New Zealand’s Active Investor Plus visa ranges from $2.9 million to $8.6 million over four years, while Singapore offers options starting at $7.5 million for business investments. At the lower end, nations like Nauru charge just $105,000. Unlike many "golden visa" schemes that require real estate purchases or domestic investments, Trump’s plan appears to involve a direct payment to the U.S. government, with proceeds earmarked to tackle the national debt.

Supporters argue the Gold Card could inject billions into the U.S. economy. If Trump’s projection of selling a million cards holds true, the $5 trillion haul would exceed current EB-5 contributions by orders of magnitude. Proponents also suggest that wealthy newcomers could boost tax revenue and job creation indirectly through their spending and business activities.

Critics, however, see it as a stark departure from "America First" principles. Many accusing Trump of selling citizenship to the ultra-rich — including potentially unsavory characters like oligarchs — while millions of Americans grapple with economic hardship. Others question its feasibility, noting that the EB-5 program historically attracted fewer than 10,000 applicants annually. Wealth advisers have also expressed skepticism, citing U.S. global tax liabilities as a deterrent for high-net-worth individuals.

Details remain sparse. Trump insists congressional approval isn’t needed, claiming the program doesn’t technically grant citizenship outright but offers a "route" to it. Yet immigration experts note that citizenship qualifications typically fall under Congress’s purview, raising legal questions. The vetting process, eligibility criteria, and how funds will be allocated are also undefined, with more information promised in the coming weeks.

The Trump Gold Card encapsulates a signature blend of brash entrepreneurship and populist provocation. For some, it’s a creative solution to fund national priorities while attracting global talent. For others, it’s a glaring symbol of inequality — a golden ticket for the wealthy amid plans to deport millions of undocumented immigrants. As the program takes shape, its success will hinge on execution, public reception, and whether it can deliver the trillions Trump envisions without compromising national security or fairness.

With the rollout looming, the Gold Card is already a lightning rod in an ever-divided political landscape, proving once again that Trump’s policies rarely fade quietly into the background.
